Integrated Management System for Lebanese Municipalities & Municipal Unions

One platform for municipalities and their unions, starting with municipal police and electronic tickets.

One module at work today. Four more on the way.

Five modules, one system

We start with the municipal police and electronic tickets. The next modules are built on the same foundations: clarity, security and records that cannot be altered.

Three parts working together

  1. The ticket officer app

On approved Android phones locked to the app, with a portable Bluetooth thermal printer.

    • Plate read by the camera or typed in
    • Violation chosen from favourites or by searching the full official list
    • Issue and print, then record how the ticket was delivered
    • Login with a personal 8-digit code for each ticket officer
  2. The Dashboard

For the account Admin and staff, in a browser on the office computer.

    • Every ticket as soon as it arrives, with search, filters and a printed A4 report
    • Payments recorded with the receipt number; a mistaken ticket cancelled with a written reason
    • Payment periods and automatic referral to court followed up
    • Ticket officers' routes on a map
  3. The citizen portal

A public page at citizens.baladiya360.com, no account needed.

    • Scan the QR code printed on the ticket, or enter the ticket number and plate digits
    • The amount due today and the last day to pay
    • Where to pay and the municipality's phone number
    • No names, no phone numbers, no photos

What changes, and for whom

A tangible difference for everyone who deals with the municipality, from its office to the street.

For municipalities

Every ticket on record, every amount followed up, and every action traced to who did it and when.

  • No more lost tickets

Every ticket reaches the Dashboard as soon as the phone uploads it, instead of booklets whose pages get lost, torn or are hard to read.

  • Fewer mistakes

The violation is chosen from the official list, never handwritten; amounts are calculated, never typed; required data is checked before issue; and the ticket officer is warned when the same vehicle gets the same violation twice in a day.

  • Payments and deadlines followed

Payments are recorded with their receipt number, and the amount due today and the days left are always visible. An unpaid ticket is referred to court automatically at the end of day 30.

For unions of municipalities

A shared foundation for member municipalities, while each municipality's data remains its own.

  • One set of rules

The printed ticket, the citizen lookup page and the payment periods are the same in every member municipality, which makes training and sharing experience easier.

  • Each municipality's data kept apart

Each municipality's data is separated from the others in the database itself, not only on screen, so no municipality can see another's tickets.

  • Join step by step

A new municipality is added with no change to the software, so you can start with one or two municipalities and grow from there.

For citizens

A clear ticket, accurate information, and payment in the right place.

  • Check it from your phone

Scan the QR code on the ticket, or enter its number and your plate digits, to see its status, the amount due today and the last day to pay. No account needed.

  • Privacy respected

The lookup page shows no names, phone numbers or photos, and it is protected against guessing attempts.

  • Protection against fraud

Municipalities never ask for payment online and never send payment links. Payment is made at the municipality building only.

Fixed rules, in numbers

  • 8digits

The ticket officer's login code for the app. No username, no password.

  • 1violation per ticket

Picked from the favourites or by searching the official list, never typed as free text.

  • 12violations at most

In the favourites, set by the municipality on the Dashboard and picked with one tap.

  • 30days

At the end of day 30, an unpaid ticket is referred to court automatically (at once for the fifth category).

Trust built into the details

Because a ticket is an official document that can end up in court.

  • Each municipality's data is its own

Each municipality's data is separated from the others in the database itself, not only on screen. Our team never sees tickets, violator data or routes.

  • Nothing deleted, every action logged

An issued ticket is signed by the phone that issued it and is never edited or deleted. A cancellation needs a written reason and keeps the number, every action is kept in a log that cannot be erased, and a backup is made every day with an independent provider.

  • Arabic first, simple to use

Designed in Arabic from the ground up, right to left and in the language of municipal work: few screens, large buttons, and the ticket officer issues and prints tickets even without a network.

For NGOs and donors

If you are an NGO, contact us

You can fund the system for municipalities you choose, especially small municipalities with limited resources.

  • Tangible support for local governance

Complete records that cannot be altered, clear follow-up of payments and better service for residents: results that show in the municipality's daily work.

  • Targeted funding

We agree with you on the municipalities that benefit, the duration of the funding and what it covers.

  • Privacy respected

Funding gives no one access to tickets or personal data. The records belong to the municipality alone.

Tell us about the areas and municipalities you work with, and we will get back to you to agree on the next steps.

How we start together

  1. 1. You contact us

Tell us about your municipality or union, and how many ticket officers and staff you have.

  2. 2. We create the municipality's account

We set up the municipality's account and its account Admin, and set the number of ticket officers and staff.

  3. 3. The municipality prepares its team

The account Admin adds ticket officers, staff and their permissions; the municipality obtains phones and printers from the approved list and requests their activation from the Dashboard.

  4. 4. Work begins

We approve every phone before it can work; ticket officers start issuing tickets, and the office sees each one as it arrives.

Let's start with your municipality

Whether you are a municipality, a union of municipalities or a donor, we would be glad to talk with you about starting with the Municipal Police & E-Tickets module.
